Single issues or story arcs.
As far as single issues go, my two big favorites would have to be Flash #4 ("Kill the Kilg%re") which was my introduction to Wally as a character, Flash #54 ("Nobody Dies") where he jumps out of a plane to save a stewardess he just met, and Flash #91 where Wally goes so fast he gets stuck in time.
In terms of story arcs, my two favorites (though there are lot these are the main two) would be Year One: Born to Run (Wally's origin and early adventures as Kid Flash) and The Return of Barry Allen saga. Personally, I think the Return of Barry Allen is still the greatest Flash story ever told. Great build up and an amazing ending.
